the problem is that a $99 console means cloud gaming which its impossible for MS and Sony to invest in that since not the entire planet has high speed internet access!
next gen consoles will have amazing specs in order for them to live until the next-next gen with probably cloud gaming.

the video ram of the Vita is amazing + the CPU on the Vita runs at 2.1GHz, i doubt that new android device could be clocked higher since the android OS consumes a bit more amount of energy compared to the Vita OS which was designed specially for the Vita.
