IF what @shadowhaxor and @XBManiac say is true, this won't help much.
Windows needs an option at BOOT to go into "GAME" mode, which then doesn't load alll the extra Windows sh*t that 99% of people don't need or want. Just a bare-bones framework that will run games, with network access.
I would be more than happy to reboot my machine into GAME mode each time I wanted to play a game, and then back into "Windows" mode to use ...
I have a pretty decent laptop - RTX4080 GPU, i9-13900HX CPU, 32GB RAM and games are on a 2TB SSD (7000MB/s), but this game REALLY struggles. I have tried FG on/off, DLSS, XeSS, FSR but can't get a stable frame rate no matter what I do. I've limited it to 60FPS in game (I have a 240hz monitor!) but still the frame rates are like a roller-coaster, which really spoils the experience. And this is running with the graphics settings at MEDIUM, with Ray Tracing at the minimum setting - Not...
I feel like there are LOT of people commentng here wearing Gear Goggles. I've just played the intro, having never playing the game before, and thought it was very mid. Something about the controls/camera feels very dated which shouldn't happen with a remake.

To me, it plays a lot more like GoW, plus guns.

I just finished and 100%'d the game and REALLY enjoyed it, but the PC optimisation was awful. Framerate was a rollercoaster every few seconds, from teens to 80s. Tried tweaking SO many settings to correct this, which definitely spoiled the experience.

The reality is, it's not worth Rockstar's time and/or effort as for THEM, there's very little $ to be made.
R* are ALL about the money, so they'll invest everything into GTA 6, then work on milking that online cow, then dangle a RDR3 bone in 3 or 4 years time.
Which is why I rarely buy digital
Main point is that MS won't let game developers have different game features for the X & S. They have to be the SAME game, just scaled in terms of fidelity and resolution. Having to cater for the lowest common denominator will ALWAYS hold back what a game *could* do.
I played it on the PS5 in 40fps mode and it was pretty decent. Looked great, gameplay was a little but clunky at time, and fairly repetitive, but there's a large map to explore, LOADS of things to do, and you're a gun-toting, kung-fu'ing racoon !!
Accept the game for what it is, and you'll have a good time like I did.
Can't speak for how it was at launch, but the game I played was a 7.5/10
PS5 has a lower rate of 48FPS for VRR. Anything below that and VRR isn't working (unless it's running in a 120fps container)

I felt this way for the Part 1 remake, being sold as full price with no "upgrade" for existing game owners.
This one, I don't have a problem with BECAUSE they have the US$10 upgrade.
The majority of new PS4 games charge the same to upgrade to the PS5 version, so this is simply adding this, albeit 3 years after the game release - And with extra stuff too.
God of War Ragnarok has the same upgrade cost, which added nothing extra, other...
