Because The Hulk is a very "delicate" franchises to make that requires a veteran AAA developer that can bring out the essence of the Hulk's story.
But Marvel trusts Sony to make AAA games for any of their franchises they presented a list of. It just happens that Spidey is the best choice as Sony has a 50/50 deal with Marvel for Spidey consumer products.
Who knows maybe there is another Marvel franchise already in the works.

When PlayStation came it did not compete with Nintendo and Sega's market.
It made games for its own target market - games for 19 and up. It succeeded on its own terms, it own goals, its own ambition, and its own vision.

all with multiple playable AI players ala God of War's Kratos and Atreus.

The problem with MS is that its no innovator. It has zero creativity. It has always been a market thief ready to pounce on innovative and trend setting products started up by others.
