what would be cool for the stories sake, is having multiple full scale cities in the story, maybe 3-4 max. Different missions in different countries would be a nice change from some of the repetitive missions you get in one city. Online would be quite diverse. The key would be creating unique cities with unique experiences you cannot get in the others. i feel you restrict the game if you keep it only in the US. Tokyo would be AMAZING looking with the GTAV engine. Hell, I remember GTA in london was loads of fun
