Good question. The blog didn't clarify those details, but since it's through Steam's friend list I would guess perhaps the host needs to be online.
It seems he's been coordinating with Chucklefish on just the multiplayer aspect to work on things like localization and porting.
This list makes me want to get a Switch. :p
