Yes 新しい means new but no that isn't limited to new game you just bought. It applies perfectly to start a new game too.

I've come to forget that we have Snipers, fusion rifles (which didn't drop for me), rocket launchers(also didn't drop), shotguns, and grenade launchers in this game. All had their specific uses in PVE and weren't exactly overpowered because they really had their specific uses, but the current system simply made them unviable for use in PVE. Everybody ended up spamming auto rifle on Protheon in the beta.

That's an insult to the word "theory".
The author is complaining that his LV2 character that doesn't even have double jump, super, and melee (the only unlocked thing at LV2 is the first grenade) is being unfairly matched against LV20+ characters that take around 10 hours of PVE to create.
