It's not just a simple plugin and it's made from scratch. I develop both for Joomla, vbulletin, phpbb and lots more. Joomla is a good product so why not use it.
and just look on vbulletin.org on my name, I think I released more than enough mods for vbulletin to the community.
It's tied to Xbox Live the XCDP (official way).

Those are probably the admin messages these overwrite the parameter you have set in the options.
The messages are normally application or beta oriented.
I can develop these things as MS has an official developer program which allows certain sites to develop live related / embedded applications.
The program is the Xbox Community Developer Program

Direction can be added but the actual target is to communicate to community members via their "live profile" or "live blog" on XLN stuff like "gamer x is playing Gears of War only 10 miles away from you why don't you join him" or "in you timezone there are X gamers playing game Y".
That feature should be online soon
This isn't from Microsoft directly. This is on my site which is one of the Community Sites (XCDP) that can create live embedded applications.
The usages is focussed on generating an image for use on blogs and forums.
