Rockstar didn't decide, they were forced to scale the game down to fit on the 360's 7 GB DVD and lack of standard harddrive.
PS2 had 4.5/9 GB DVDs last gen.
Xbox had 4.5/9 GB DVDs last gen.
PS3 has 25/50 GB BluRay discs this gen.
360 has 3.5/7 GB DVDs this gen - 1.5 to 2 or so is lost to some sort of DRM.

8.5/10 is about right. Depending on if you have an old TV or a nice 1080p set. It's a must buy for anyone with a 1080p set. The game is gorgeous.

Killzone 2 has the best AI of any fps game we've seen this generation. It's too bad Bungie can't delay Halo 3 to fix the really bad AI the game has and bring it up to the same level GG has with KZ2.
