You had to do a lot of butt kissing early on in the site's development.
Those bubbles come from other uses, so just say things that'll impress them, and you'll get them. Rather than having a sensible system of being on the site longer, thus allows you to have a better basis, they leave it up to a community...and the community is obviously heavily biased anyways.

The minute you're connect to the net, you pretty much go into the connection for everyone else, so you have the potential to be hacked. Only time you can't, is if you're not on the net at all.

It doesn't force you to do anything. If you've known, you can install outside patches into steam.
