No, Xbox does one internal setup of rez, then has a scaler chip that upscales or downscales that rez to your tv output setup. It doesn't matter.
PlayStation Pro is the same only for some games you can force the system to 1080p, or better yet to a regular Ps4 by turning off super sampling. But for some games it doesn't work either like Uncharted 4...Gow...Dark Souls Remasterd...internal setup in those games itself bypass that super sampling off.

I think that reviewer assumes everyone has the hardware that he has...like 3090, 10k intell and 32gb ram with 5gbs ssd, with PS5 and XsX in the corner.
They also assume that it is the year 2022 where a game is on sale all patched up with with all dlc on a disk with an art book, soundtrack, sculpture, a knife, ring, metal box, 3d glasses, yellow-black leather jacket that fits perfectly with leds, barcode for online content and a documentary of 5h how they made the game.
