You are almost right...Devs are starving if they don't make new games. Those games from 10 years ago are making money only to a publisher. With that money publisher searches to buy new devs and ips...like Bethesda...they bought Id software...and Wolfenstein etc.
Sony has to buy publishing wrights...and publisher has to give 30 percent to Sony off of every purchase as I know.

You missed a point here. Preservation here is in a sense that all people can accesses old games, purchase them and play them through digital stores. You know, the legal way where creators and publishers are compensated for their work.
But we see that digital stores that are not unified due to lack of interest, money and cost of licensing, can disappear.
These games are still on Sony store, and you can download your purchased ip.
