That is not how I understand.
First of all if a game is 4 years old, and everyone played it, than why do a PS5 version at all.
Second, there are 100 mill active PSN accounts and only 15 mill PS5. Go figure.
Third, if you redeem ps plus version of any game on ps store, you are not eligible to a $10 upgrade.
And last. $10 upgrade is for both games yes, but only if you own them. So i own uc4 and I can purchase an upgrade and have legacy upg...
