I think the high specs have a lot to do with the Arkham Knight debacle. So many idiots buying the game on PC when all they could do is pray the game would work on lower end rigs. Of coarse the game didn't work and they wanted their money back after it failed.
If you have a cushion then people with low end rigs will not even attempt to buy it. Just my opinion.
Actually if we count that then don't count games then that are PS4 exclusive but come out on PC. Which a lot do. Double standard.
So tired of the complaining about how you can't one shot enemies in the head, and how many bullets it takes to take down enemies. Get over it and go back to COD. This is not a traditional shooter like COD. Not every game will be perfect to your liking. Again... get over it and get on with your life.

Consoles didn't hold back the PC version because they kept it in check with the consoles from day one. If you don't push the graphics because you want it to be close to consoles then I guess that makes sense... DUH.
Good lord I still remember the Chinese farmers in Lineage 2, and WoW they were everywhere. We had to take groups out to clear them out sometimes because it was getting so bad.
Then you would see one guy leveling up with 6-7 characters just following him around aimlessly. That would mean those 6-7 characters were being powered leveled. We would kill them every time.
