Not gonna agree or disagree (waste of time lol) but the only slowdown I ever experience is around the lamp just before old Yharnam. And even that only lasts for like 2 seconds.
I'm on the second last boss of NG++ and I'm still addicted. It's currently my GOTY. (Before people start whining, no I haven't played the Witcher 3 yet. So I obviously don't know if it is better than Bloodborne.)
