I guess there are too many xbox360 stoked that retailers need desperately to get rid of them.
microsoft need to compete with ps3 sales numbers.this is why I believe that microsoft sales numbers are refferred only to "sell to retailers" and not "sell to customers".So it's very likely that retailers' stock are full of unsold xbox360.
