for a game to be underrated it has to be a good "game"
i know it sounds counter-intuitive, but ditch the cross-hairs in the HUD. Your bullets seem to magically go where you want them to afterward. Just put target somewhere in the middle of the screen, hipfire, and spaz out. You'll be surprised how well that works

Rockstar doesn't want to prematurely ejaculate all the new and cool things about their new franchises too far ahead, so the competition can't steal the ideas and make a sub par game to release at the same time.
Also, if they release images and videos that show how their new stuff dwarfs what they have available, no one is going to buy the GTA4 collections goty editions etc and will just wait it out.
