Seems like it. For me even if they show me games I probably won't get the console basically because of all the rumours that were confirmed yesterday.
But on XBL Everything that requires online you need to pay for it. As in Netflix on PS4 you don't need a PS+ subscription. It is only for games that require Online multiplayer. But F2P games seem to be completely free meaning you don't need PS+ to play them Online.
There is definitely more value for using PS+ which I am ok with.
