Sony have just announced a complete re-organisation of its internal model, this is just a part of that going forward. Its never good when people lose their jobs but the talented ones will get jobs.
Its simply a clever way to get people to buy your game with the promise of fast tracking. It doesnt mean they will be any good at the game though.....that takes time and you cant buy time.
