Its either because Peace Walker is ending up on ps3 as an enhanced HD port since Kojima really did emphasize the mobile connectivity for that game and it ended going to waste or Rising got canceled.
Peace Walker ending up on PS3 doesn't seem all that bad. More people will end up playing it and appreciating it since its a great game. I really dont think this is the reason though. He did say he was preparing something so its most likely somethin that was still in developmen...
