I game on pc and consoles. I can tell you that it definitely does feel different. It really is less of an issue to me on a console. Have you or shotty ever played a console game?
I think its because of the low level access on the consoles. 30 fps can be very steady.
It can be argued that 30 fps on consoles and pc are completely different things.
