This is idiotic! The bottom line is they intended to sell the damn content. Where it is and how big the download is... It's all bullshit semantics. In fact, seeing as the "putting them in the base game" thing will not realistically happen the on disc method is the best because this way the download is small for people with slow internet AND everyone can play everyone regardless of who bought what.
