Here's the thing tho, you have to change the resolution to 1080p on the pro to get a stable 30fps, so clearly it's an issue with the game. You also need to keep in mind that the base ps4 is much, much weaker.
Uhhhhh, FFXV is a graphically intensive open world game and The Last Guardian has been in development hell for over half a decade and also has some pretty complicated looking feather physics going on with Trico. Base ps4 owners simply own a much weaker system.
