It's not logical to defend a portable game simply for the fact it is portable. If the gameplay, graphics or any other aspect is average- it doesn't make it wonderful for being "on a handheld console."

I actually work at a Target, the odds of finding this "deal" are slim to none.
Basically, when consoles are returned, if they are opened we are not 'supposed' to "repackage" them. (Edit: Any opened electronics are supposed to be sent out to repair, in case anything "bad" is on the hard drive.) Repackaging is a function that automatically takes off 30% from the sales price of an item.
