Xbox Original vision to dent used game sales and make the world a bit more digital (ala Steam) was a favor to the EA's, Activision's, and so forth. When the "I don't get why you want to take my games" mob came, those BIG Publishing houses got weak in fear on losing sales

Microsoft's original vision for the Xbox One (and going forward) was not just Microsoft's alone.
EA, Ubisoft, Activision, etc, all wanted and want this future.
Microsoft was willing to be the Punching Bag was it was panned in 2013 (and for the most part to this very day) and they have taken it like champs. EA, Ubi, Activision all faded to the background and failed to be strong in the process.

if they say that another mid-shift console can play games at 1440p (and sometimes better), and that Scorpio is stronger than that... guess what?... you dont necessarily have to use a high end gaming rig...

Actually @Aenea Microsoft has literally just made it that easy for devs.
Microsoft has basically given developers a "Walmart" tool system to work with.

The PC version of 3rd party games WILL be the Scorpio version.
And UWP is a package container that is scales from PC all the way down to mobile.
The package scans the hardware and then proceeds to install the proper package contents that the hardware can handle.
So in theory yes the PC version of game CAN in fact be the Scorpio version as well.
