I get what you're saying and it would be cool if they could let you keep the stats from part 1's save but that's not a real priority seeing as Cloud only really needs to have Buster Sword and not Hardedge for example
They're no more optional characters. Both showed up in Advent Children, a movie sequel to the game. Yuffie showed up in Crisis Core and met Zack. Vincent was the protagonist of his own damn game. They are cannon and if this reboot plans to retell all those game's (and movie) stories, Vincent can't be an optional filler character

The fact this has vanilla Dissidia instead of Duodecim tells me not to take the list serious. Duodecim is obviously the superior since it has the same content (story included) from the first game and (much) more
