Everything that makes up a game (graphics, sound, programming, ect) were all maxxed out. For example, the size of the GTA IV world was large, we all know that. But it's GFX weren't like Resistance 2 or GOW2. Why? This is because open-world games aren't made to have breakthrough gfx. Resources are diverted elsewhere.
