No it's not a spin off it's just the multiplayer portion of Fallout 4 that was cut because of lack of interest but now that they delayed all their games until next gen they needed something to fill the void so they brought it back from the grave.
Trust me in saying that this game won't be out for another 3 years AT LEAST so let's just let Cyberpunk sleep for a while please.
I wish they would stop being so dishonest with this game's marketing and just say the truth that it is a multiplayer focused shooter that isn't meant to be played singleplayer whatsoever, all you do in this game is kill monsters and get loot.
