I wouldn't directly say Halo 2 is a flop considering that it sold a hell of a lot. The campaign for Halo 2 was somewhat disappointing compared to the first game, but going back and playing it again, I felt as though it was decent. The gameplay is probably what made it my favourite game because it was awesome and much better than the first one.

As game becomes bigger in content, developers will want to use the HDD for their games.
Hope this is true because the only reason why I haven't picked up a 360 is because of the hardware issues.
