dude, its not a PSN issue, its already there. its been there since Resistance 2.
the tweet you just quoted was like 2 years old already, that was when people complained about the lack of it. weeks after, they were able to implement it, thanks to To sony who finally introduced it in their SDK back in late 2008. it was then finally implemented in Resistance 2 in early 2009.
Since then 2 or 3 games use it, like Borderlands, Sacred 2.

well its looking like sony has learned their lesson the hard when when it comes to ram. Ram is the reason why the PSP kinda sucked when it comes to non-game apps (web browser ram issue, etc.)
