American boxarts are often terrible. Check Heavy Rain for example, the European and the Japanese version is pure art, while the American is just pure ... marketing.
On the X360, it wasn't Microsoft who covered the costs, but the users who pay XBL subscription fees.

I don't think 360 owners complain as long as they get their regular shooter dose each year: CoD, Halo, Gears.
PS3 version comes with a free game so this is a no-brainer.
