Actually it most likely just has enough content for launch all MMO's are like this. The game will be very lacking on release but rewarding for the players that jump in at the start.
The game won't be complete by any sense of the word on release date but they will improve the game year after year.
WoW was nothing alike it is now when it was first released it didn't have 1/10th of the content it has now. FF XIV will be the same in that sense.

Pennywise if you honestly believe 3D will be fully realized this generation then your completely nuts. The PS3 maybe more powerful then the 360 but it still doesn't have enough horse power to make 3D a viable opinion for most developers this gen.
Sony is only pushing 3D because it helps with there TV's and as a platform boost to the PS4. Am sure the PS3 will get a few decent 3D games but a gimmick it shall remain for at least 2-3 more years.
