Fucking idiots. Starcraft 2 annihilates all of these in both production time and money spent. It is immensely polished. Clear console bias is evident here. Seriously, over 6 years of work, balancing, playtesting and overhauls and not even a mention. Pathetic.
Or maybe so 343 studios can have some practice at developing a Halo title with some of the framework already done. It is a good project to get their feet wet and a feel for the game play. Afterwards they can try original titles for the franchise.
