They said "Respawn intentionally left the audio uncompressed to limit the amount of processing power your computer would have to do, but it would only be tough for low-end machines to manage."
I don't buy this history. Audio processing is not that demanding.

You really need more RAM. 4GB is not enough. Your GPU and CPU are OK.
I have a Core i5 2500K with 16GB of Ram and a GTX670, and I can run GTA IV with Icenhancer pretty smooth, even at 1080p. FPS never dips below 30. Maybe you need to overclock your Ivy Bridge or add more RAM.
It would be fun to spam the master with the question "Why did you change from David Hayter to Kiefer Sutherland to voice snake?". (Probably gonna happen on twitch). But I think I know the answer already.
