The hardware isn't equal. PS4 is stronger so if they are both 1080p @ 60fps and look the same then PS4 has been held back. Simple.

It really does say something when PS4 is the deveoper's choice. Most developers feel the same way.
PS4 is the peoples and developers favourite console. It's clearly the superior console out there at the moment.
But they didn't skip it. They have the largest showing there.

Halo hasn't been exclusive for years. The first was released on PC like 12 years a go. I even think it had a mac release.
Xbox is losing most of it's exclusives. Very few true exclusives remain on it
