Putting it simply, the game wants to teach you how to drive. Not to crash, so the penalties when they arrive are severe. Makes perfect sense.

Kudos to kotaku. The reviewer seems to have actually taken the time to immerse himself in the game. Highlighting both the strengths and areas for development bears a great deal of similarity to my own experiences playing the game.
