Driveclub is a new IP. They had to start everything from the ground up, unlike Forza which is a well established franchise. Plus Evolution is not used to making this type of a racer, they are known for the Motorstorm series.
Also, there is much more detail on the cars in Driveclub than in Forza, so naturally it takes a longer time to develop each car.
If we should compare Forza 5 to anything, ...

They all do it when the numbers for their consoles are low, but his excuse for why they're not posting Xbox One NPD numbers is downright laughable.
Driveclub is a new IP, so naturally it will have less content because Evolution has to basically start from the beginning. I'm sure if they made a sequel the car list will improve a ton.
The First Forza Horizon didn't have that many cars either, and now with the sequel they have plenty of cars.
