i wouldn't call a game running at 30fps a graphical powerhouse. if Forza dropped to 30fps nothing would match it in looks because it looks good enough running at 60

Every closed circuit racing game should be 60fp,if Forza was released at 30fps people would have been up in arms no matter how good it looked but because it's on PS4 people say it's ok and people moaned because Forza only had 250+ cars but say 60 is ok for Driveclub
The stuttering is a netcode issue not a graphics one,and it's only when you are in the city, i am sure they will get it sorted

Forza looks better and runs at a rock solid 60fps and it isn't to do with the weather or numbers cars because Project Cars stutters on a empty track
Any driving game can look stunning at 30fps, bump it up to 60fps and see if it looks so good
