Actually sony does have control over devs making games for their console. They can tell devs that ALL games made for the ps4.5 have to be fully playable on the regular ps4 as well. They actually do control how games are released on their hardware.
You have to understand that 3 years is half of this console's life maybe 4 if we're REALLY lucky. You can't release consoles with underpowered hardware and expect them to hold up 5 - 6 years down the road.

They have sold over 10 million units on disc. You do realize EA's digital sales outnumber their physical sales by over 70% right? 16-20 million units in a couple of months is pretty successful. I doubt they are regretting anything.
Fallout 4 CAN do that though. It has enough of a following and bethesda RPGs make money. The Division is a completely new IP.
