I think if they give 1 quality Tales of game to atlus to release it will sell quite a bit from atlus' name alone and will probably broaden the fan base. Then if they bring it back to themselves and keep doing quality localisations then there should be a solid enough backing for them to continue the series in english speaking countries.

You obviously haven't been paying any attention. JRPG's have been doing nothing but trying to evolve this generation, and that is mostly the problem. They have been trying to be too western for a long while now. There hasn't been a game I consider a traditional jrpg released on a console for many years (they have all been on handheld).
Since gaming became more mainstream anything that isn't "Americool" (Americool is a word I just came up with to describe what Americans generalise as cool) won't sell very well. The same thing happens with movies and books, all the popular things are americool but you wont find the best of those given mediums unless you look elsewhere or in fact, look at all.
The writer forgot to mention Individual Values, getting those good is the most time consuming mechanic in the game.
