There are some multiplats on PS4 and Xbox One that are actually equivalent to high settings or more. Fallout 4 is not a demanding game.

Have you even seen Forza 6's graphics? It looks horrible, the models, the environment, the textures all look last gen. There is a reason why Forza 6 is able to do 1080p 60fps, its because the graphics are shit. Project Cars looks 12 times better than Forza 6, its not even close
Just look at Quantum Break, uncharted 4 and even Horizon Zero Dawn. The PS4 and Xbox One can easily achieve this graphics. Also the reason why Watch Dogs was downgraded is probably because it was also on last gen consoles, it was a cross gen game.
