You can download them whenever you like as long as you are a subscriber. I suggest you 'buy' and check out everything that is free at the store. I have a collection of vita games and ps4 games without even owning the consoles.
I skipped the last two games but I think I will be picking the next one up.
Sony wins by making me WANT to pay the subscription free. The service is such an amazing deal that you lose out by not subscribing. Also this helps sell consoles since one subscription nets you games for 3 consoles. When I will get a Vita and PS4, I will already have a great library of amazing games that I paid very little for. From PS+ I already have about 3-4 PS4 games and over 10 PSVita games. I paid the subscription to get PS3 games so these PS4/PSV games are free in my book.

Honestly, if you subscribe to PS+ it's kind of wasteful to not own a Vita. I've been stockpiling vita games from PS+ for the last few months and I already have about a 100 euros worth of games. You could consider it as getting a vita at half price that also includes the games.
I once named a character AAAAAAA because I got carried away with the X button back on the PS1.

It's mostly due to overinflated marketing budgets. Payday 2 was making a profit before it was even released.

Wasn't it already Bandai Namco? Hence why some people called them Bamco...
It's definitely a tense game but I wouldn't call is scary.
This is one of the problems nintendo have with the WiiU. People want to play nintendo games but don't want to have to buy a WiiU to do it as they don't see that it brings anything else apart from nintendo first party titles.
I never even tried the demo that came with Dragon's Dogma.
