Nvidia Card? If so try turning off Vsync from the Nvidia control panel
I know I have the card, there are a handful of games that can't run consistently at 60fps+ 1440p (maxing out every possible setting) so the second best thing is to play the game at 1080p 60-80fps
Total War, Witcher, Crysis, (AC Unity?) and probably others I don't know about, all of these are very taxing games even for a 980 ti and a 6 core i7 (Both oc'ed)
He probably ticked SSAA instead of SMAA
