It would be nice if they presented that data in some context. How the hell should I know if billion hours is a lot? How many hours were spent on non-BC games maybe? What was the most popular game on Xbox One and how many hours users spent playing it?
1 billion hours gives you about 2.5 minutes a day per user…presented in this way is not that impressive;-)
I doubt it has anything to do with the SDKs. Some games just "arbitrary" decide to do not render in higher resolutions (even if supported) when 1080p TV is detected. This system-wide supersampling feature just fools such games, so they "think" that 4K display is available.
Ahh...then the solution to Microsoft's problem with exclusives is buying some developers to prevent them from publishing games for PS4? It's definitely good for gamers!

One more thing. It wasn't "all over the place". It was fluctuating between 38-44 during the gameplay, so 40fps lock could be achieved quite easily imho.

Are you saying that keeping an Xbox One 720p/30fps game from dipping is using all of the beast's available power?;-) And being totally serious...how is it different from boost mode on PS4 Pro?
Most of the games benefit from supersampling on 1080p TVs and many of them have various improvements that don't require 4K displays at all.
