Oh my god. You're right! I had to check when you said that, and they hide the levels in the scanning hud! I played the game without ever even noticing it and it looks like I'm not alone with the amount of upvotes my comment got. I take back what i said.
So is The Division. I don’t think this guy is completely up to date.
Don’t put Horizon on that list then because there’s no level on the enemies like it is in AC and Mordor.
