This has nothing to do with cutscenes. It's just basic LOD(level of detail), the closer you get to an object the more detailed it will look just like in real-life.
It has been done well since forever.

Well PC it is.
And then again 60fps doesn't really improve your experience significantly. It just makes everything look a lot smoother.
It's pretty visible, but it's not night and day neither.

The little touches in that trailer is absolutely amazing.
If that's what Uncharted 4 will actually look like. Holy crap, the only thing I can say is how will this get any better.

Game looks gorgeous, but I was hoping for a gameplay demo.
The Order was a fail from the start. Limiting interactivity is the biggest sin you can commit in an interactive medium. They got bad feedback from hundreds of sites before the game came out but they didn't listen and their pathetic explanation for their design choices wasn't helping either, would have been fine if they just told the truth but no they had to come up with a nonsensical explanation for a very stupid reason.
