The reason why they break it down, is because there are so many bashers who judge this game, but at the same time never played halo, and dont know anything about it.
Then its a sequel.
The reason why for example Crysis warhead is a standalone expansion, is because it continues the story of crysis, on the same island with the same characters, and the same plot.
Halo ODST however, does not continue the story from Halo3, its actually happening before and during Halo 3.
It also doesnt feature the same characters, and ODST even introduces squad based fighting, which is a first in the halo series as well.
Therefore sequel, ...
Its not an expansion.
Its not even a standalone expansion.
Its a spinoff title.
It doesnt feature masterchief, or the settings from halo3, nor any characters from halo3, it only somewhat shares a plot.
By your logic, FFX-2 would be an expansion as well.
Its simply a direct sequel to Halo3, without being the next iteration in the series, hence a spinoff title.

Dude, compare batman to mass effect, gears and Bioshock, they look nothing alike.
its just that a lot of developers choose for a generic art style and animation.
Their games will end up looking generic anyway, no matter what engine they use.

Since Ninja theory said their next game would be multi, it would indeed be better to use Unreal engine 3.0.
Since getting a license for it is probably cheaper and less time consuming then making their heavenly sword engine multi platform.
