You can definitely build yourself a capable PC for under $1000 that will be able to run BF3 at a respectable levels but at max settings for well under $1000?
No.
This system config should be able to run BF3 1080p/60fps. If you bargain hunt you can drastically reduce that number to somewhere around $800 - $900 (quality brand name parts, not that cheap sh*t).
