Havok on the other hand, can be. PhysX is basically an engine used to calculate more sophisticated algorithms than just gravity/trajectory and collision detection. It's mainly used for things like volumetric materials (walls/water)and collision detection amongst mesh's (flags/tarps).
Both of these (PhysX and Havok) can coexist to help each other with the physics calculations. An example off the top of my head is GRAW2.
