Imagine a Switch with a Snapdragon 855, Nvidia isn't who you go to in the mobile market for good performance. Nintendo probably only used Nvidia because they were cheap and good enough in their opinion.
The V2 has a CPU/GPU update from Nvidia, Nintendo only improved the screen and maybe the joycons.

The switch loading times are bottlenecked by the CPU clock speeds but changing those clock speeds would make games run faster than they should. So Nintendo can change CPU clock speeds but only while loading and they're not going to do that just for the new chip right now. The new Tegra x1 is better all around. It can run at the same speeds with less energy and heat or faster clock speeds for better performance while still putting out the same thermals as the v1.
Those articles are typically bias rage bait or don't give all the info which is just a sad state of the news businesses at this point. It may be a win but only if the reader doesn't know the full story or is bias against the gaming community.

The dock doesn't allow anything other than being an hdmi adapter and usb hub. Nintendo allows the Switch to Run at higher clocks in the dock but not the rated clocks of the Tegra x1 chip. Nintendo also allows the Switch to run at 1080p/900p instead of the 720p of the switches build in screen but both of these are done through code not hardware in the dock.
