It took them this long to make a town in 3d.
so i am pretty sure that you have never played it even once.
I am pretty sure you are making those times up unless you you play them nonstop until the end of the single player mode and you have a stopwatch.
Also it takes longer to make a good single player mode than a multi-player one since, the dev have to actually put effort into the story, scriptes, dialogue, etc.
Edit: online modes are easy to make and take less time and since you will be playing the same map ove...

if it is higher than that it is not worth having a third gen for xbox.

nobody releases 3 games from the same franchise 2 years apart.
